RSI: the exasperation of beneficiaries in six key figures

THE ECO SCAN – In the parliamentary report, submitted this Monday to Manuel Valls to improve the social system of the self-employed, around thirty measures are proposed to remedy the dysfunctions.

Born from the merger of three social protection funds for business leaders (old-age insurance for craftsmen, the national health insurance fund for independent professions, and the national autonomous organization of industry and commerce), the social security scheme for the self-employed (RSI) was created in 2006. Since then, craftsmen, traders and liberal professions, forced to join, regularly complain about repeated errors in calculating their contributions or their retirement. This Monday, Manuel Valls receives a parliamentary report with proposals to maintain the RSI, without however reforming it in depth: rehumanization of the relationship with affiliates, more coherent distribution of tasks between the Urssaf and the RSI, internal return of processing phone calls, improvement of the computer system, etc. What is the RSI? • 2.8 million contributors

In 2013, self-employed people contributed to the RSI and 4.2 million policyholders and beneficiaries benefited from it.

• Errors for 40% of affiliates

In a 2012 report, the Court of Auditors identifies erroneous calls for contributions, collections not taken into account or pension rights which are not up to date for nearly 40% of members. According to a survey by the (SDI) of its members, 29% of them noted an incorrect calculation of contributions, 9% an absence of calls for contributions, 13% of difficulties in obtaining reimbursement for health care, 6 % the inability to obtain this reimbursement and 20% other difficulties.

• The ROI has deteriorated for 90% of the professionals questioned

For 90% of professionals questioned by the SDI, the RSI service deteriorated in 2015. Satisfaction deteriorates since in 2014, they were 80% to make this observation.

• 6 billion euros to be recovered

In 2013, 11 billion euros in contributions were collected and euros in services were spent.

• Direct debits have fallen by 20%

If we take as a confidence indicator the number of contributors paying their contributions by monthly deduction, this was 70% before the reform in 2006 and stands at 50% today, can we read in an evoking the crisis of confidence of the independent workers given by the senators Jean-Noël Cardoux and Jean-Pierre Godegroy.

• 48.62% of business leaders advocate abandoning the RSI

Exceeded by the level of charges for a more than imperfect structure, 48.62% of business leaders advocate the outright abandonment of the pay-as-you-go social protection system in favor of private insurance, explains Jean-Guilhem Darre, the general secretary of SDI, last February in. In a judgment last March, the Limoges Court of Appeal recalled that affiliation to the social security scheme for the self-employed (RSI) is compulsory for self-employed workers. Business leaders engaged in an illegal disaffiliation procedure, for example by taking out private insurance abroad, must therefore regularize their situation.
