Roselyne Bachelot: urgent media files

The new minister knows the media well. She will have to support them.

The new Minister of Culture had for a while left politics for TV shows and radio studios, initially on C8 then on LCI and still on RTL. TV, radio, she knows behind the scenes and must now know the difficulties.

Because the media sector has emerged bloodless from the Covid crisis. Before leaving rue de Valois, Franck Riester had promised to transport the European Audiovisual Media Services (SMA) directive by ordinance in order to include the SVOD, Netflix, Amazon Prime and Disney + platforms in the funding of creation from the start. January 1, 2021. If these platforms must devote 25% of their income generated in France,

Many other subjects do not fall within the scope of the law but of the decree. This is the case with the end of the banned days of cinema on television, the authorization of cinema advertising on the small screen and targeted advertising. Finally, the question of reintroducing advertising after 8 pm on the antennas of France Televisions to finance sports rights is still under debate. On all these points, the Ministry of Culture must submit decrees to the Council of State. But the effects of the Covid crisis on the economic balance between television and the written press, make the drafting of these decrees even more complex.

Roselyne Bachelot inherits an audiovisual law concocted by her predecessor Franck Riester and carried by the LREM deputy of Yvelines Aurore Bergé.

The media are also waiting for emergency aid.

For their part, TVs and radio are also waiting for tax credits which should make it possible to tax a part of investments in information and creation. If the creation of these transitional tax credits (until the end of 2020) seems to be in place, the ceilings still need to be discussed to get an idea of the budgetary envelope for aid.
