Independents back in the streets against the RSI

Nearly 200 self-employed workers demonstrated in Paris on Monday at the call of the association Sauvons nos entreprises. They denounced the too many dysfunctions of the social regime of the self-employed (RSI), accused of “endangering” many companies.

The anger of the people is sharp. In order to protest against the recurring failures of, they gathered this Monday in Paris for a march, at the call of the association Sauvons nos entreprises. The procession left Champ-de-Mars around 3 p.m. and they marched to the National Assembly.

“Today, the contribution rate is on average 47.7%. We are caught by the throat, “assured AFP Serge Renaud, vice-president of Save our companies, also criticizing the existence of” persistent management problems “within the RSI. “There are errors in the requests for contributions, there are forced collections, there are undistributed vital cards … It’s been five years that we say, but we do not have the impression that things are moving forward, ”he added.

As a reminder, the social security scheme for the self-employed provides health coverage for liberal professionals, craftsmen and traders. In addition, it takes care of the retirement of craftsmen and traders, and centralizes all the contributions of the self-employed (with the exception of the liberal professions). In total, it now has 6.8 million members and 2.8 million contributors.

Two walks were organized, one starting from Niort on October 30, and the other from Mont Saint-Michel on November 7, to reach the capital. The reason? “The RSI is social racketeering: some independents sometimes have to pay regularizations of 30,000, or even 60,000 euros”, explains Pascal Geay. “A self-employed person even found himself paying 325,000 euros, while his business closed in 2005”. “The word racketeering is not acceptable: the RSI defends the independents”, indignantly, director general of the RSI, at the Figaro. “Globally, the RSI pays 18 billion euros in social benefits, and collections represent 16 billion”, adds the latter.

In addition to late regularizations, Pascal Geay denounces him, unpaid pensions, undistributed vital cards or errors in the payment of contributions. For him, the dysfunctions of the RSI would even be responsible for “60 to 70% of the closings of independent companies”.

RSI says it is considering a solution on contributions

In fact, the failures of the RSI have been pointed out since the creation of the social protection system in 2006. In a report published in 2012 and relating to the year 2008, the Court of Auditors even spoke of an “industrial disaster. », Resulting in serious financial consequences. . For its part, the RSI ensures that the rate of outstanding debt fell by 50% in 2016, thus confirming that the social protection system has come out of its “catastrophic” situation. For Pascal Geay nevertheless, the “incomprehensible” calculation method used by the RSI continue to penalize the self-employed. “As long as we do not switch to a quarterly calculation method, the dysfunctions will continue,” he said indignantly.

“We are currently considering a solution that would allow the self-employed to calculate and pay their contributions online based on the income they pay themselves, while taking into account the actual annual income”, answers Stéphane Seiller. With such a mechanism, the social system of the self-employed thus hopes to reduce the dysfunctions that are blamed on it. “We have made efforts for several years, in particular through mediators and an improvement in our reception services”, adds the general manager. “In addition, the self-employed with low incomes are already benefiting from a reduction in contributions, and the self-employed can now pay their contributions in year n-1”.

However, it is difficult to establish whether the social security system for the self-employed is on the way to being simplified. The deputies have. Thus, a user who receives more than 23,000 euros per year, in the case of furnished property rentals, or even 7,720 euros for the rental of other goods, will have to declare his activity by joining the RSI. “It is a question of applying a hyper restrictive system and already contested by those who use it to users of the collaborative economy”, deplored Ronan Kervadec, president of the Federation of collaborative platforms, at Figaro, on November 2.
